Dr. Julius Zelothe

Dr. Julius Zelothe is the Regional Manager for Afya Kwanza Project at THPS Kigoma Regional Office. Under that role he serves as the primary technical and managerial lead providing strategic vision, management guidance, coordination, work planning and accountability for performance and results of the Activity. Prior to that he was the Project Coordinator for ICAP’s population based HIV impact survey (PHIA) and titled Tanzania HIV survey 2016-2017 (THIS 2016-2017)

Dr Julius’s area of technical specialization includes programming for comprehensive HIV care and treatment services, integration of services, differentiated service delivery models, continuous quality improvement, global health leadership and research.

He has over 15 years experience in medicine and national health program implementation. His experience includes 10 years of working with International Organizations in program management, disease surveillance, operational research, assessment and evaluation of national communicable disease programs and, management of health system strengthening in developing countries.

Dr. Julius has successfully coordinated the largest ever survey on HIV/AIDS in Tanzania worth 10 million USD PEPFAR funded through CDC, to determine the Prevalence and Incidence of HIV as well as the Prevalence of HIV Viral load suppression, Prevalence of HIV Pediatric, drug resistance, prevalence of Hepatitis B&C, Syphilis and ARV metabolites. Prior to this survey, while working as the Regional Manager for ICAP Kagera on HIV Care and treatment programs, he was the first to establish Voluntary Medical Male Circumcision (VMMC) in five Lake Victoria Islands (Kerebe, Mazinga, Ikuza, Bumbire and Goziba) in Kagera region as part of HIV prevention strategy in 2010. He studied Clinical Medicine at Bugando Medical Center and Global Health focusing on HIV/AIDS Policy and Prevention at Emory University Mailman School of Public Health, Atlanta GA, USA
