Monitoring and Evaluation

Background

THPS’s Monitoring and Evaluation (M&E) department plays crucial monitoring and evaluation roles in various program areas including monitoring of key program indicators, program analysis, periodic data collection, data quality assessment (DQA), data verification, develop and implement standard operating procedures, develop and implement THPS M&E framework including indicator mapping, provide technical assistance, build capacity to program staff in M&E activities, evaluation of the relevance, effectiveness, efficiency and impact of activities in the light of specified objectives.

THPS M&E Objectives

As part of THPS program activities, M&E is used to assess performance of various implemented projects including Care and Treatment Project, National Health Laboratory Strengthening (NHLS), Mlango Project, USAID Uhuru Activity, PEPFAR USAID Police and Prisons Activity ;US Ambassador’s Paza Sauti project and CDC Mifumo project and how they impact the results and changes; to provide strategic vision, management guidance, oversight and technical support in the planning and implementation of monitoring and evaluation (M&E) activities required for HIV/AIDS care, prevention of mother to child transmission(PMTCT) /early infant diagnosis(EID),providers initiated counselling and testing( PICT), adherence psycho-social counselling(APSC), psycho-social support groups (PSG), index testing, THPS extended index and laboratory programs; provide technical support in data demand and use for management of public health evaluations as needed in collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) through National AIDS Control Programme. The purposes of monitoring include:

  • To learn from experiences in order to improve practices and activities in the future.
  • To have internal and external accountability for the resources used and the results obtained.
  • To take informed decisions on the future of the initiative.
  • To promote empowerment of beneficiaries of the initiative.
  • To provide technical assistance and capacity building to health care facilities and districts in the regions to implement paper based and electronic M&E systems for HIV care and treatment, Prevention of mother to child transmission (PMTCT), early infant diagnosis (EID), HIV testing services (HTS), TB/HIV and related services including data management, data quality assurance, data summarization and analysis, and performance review.
  • Ensure adequate flow to qualitative analysis of data which includes accuracy, completeness, reliability, relevance and timeliness.

Implemented Activities

  • Data Quality Assurance (DQA) through the M&E department for maintaining data accuracy, completeness, reliability, relevance and timeliness
  • Data collection, analysis and reporting
  • Conducting quarterly program review for reviewing the program progress and way forward
  • To provide technical assistance for national data, through entry and reporting forms
  • Perform joint supportive supervision with Regional /Council Health Management Team (R/CHMT) to supported health facilities
  • Technical Assistance on timely submission of data to DHIS2 and CTC3
  • Provide weekly and monthly reports for program progress
  • Performed DQA to THPS supported sites to ensure no data discrepancies at all THPS supported sites.
  • Provided technical assistance on timely submission of data to national databases DHIS2, CTC3
  • Provided technical assistance on electronization of reporting databases that increases the data quality for both THPS and the national systems, this has been achieved through the national systems electronization and THPS Internal systems.
